Workers are feeding young larvae. The larvae are floating in Royal Jelly (shiny-looking stuff) inside the comb cells and are so small it is difficult to see them. As they continue to grow over the next 6 days they will become more recognizable. Larvae emit a pheromone when they are hungry, letting the nurse bees know they need to be fed. You will see a worker stick her head into a cell, sense the pheromones, then begin to feed the tiny larvae.
